Introducing Go CLI tool "Platinum" for shortened DB upgrade validation

With Amazon Aurora v2 EOL looming, we needed to perform multiple database migration validations. Various hurdles existed, such as building a verification environment based on the production database to verify that there would be no problems after the version upgrade. To solve this Toil problem, the SRE team created a CLI using Golang, which reduced the time required for this series of validations to about 2 weeks.
